Our History

The Good Samaritan Empowerment Baptist Church was founded on March 2, 2013 under the visionary leadership of Dr. Dexter Cannon.
In March 19, 2013, Dr. Cannon stepped out on faith with the support of a core group of twelve people who believed in the vision God had given him. The core group’s first meeting was held in the executive boardroom of the Four Points by Sheraton hotel. This group of committed followers gathered together in prayer and Vision 2020 “From Vision to Victory” was shared and people began to see clearly what God was calling us to do. The essence of the vision and the church’s motto centered around “empowering people to change lives”. This vision created excitement and a sense of confirmation of what God was doing collectively and individually. The uniqueness of Vision 2020 is that it is not only for that of Good Samaritan Empowerment Church but also it was an opportunity to impact the community through a 501C3 corporation. This 501C3 corporation would be established with a focus on empowering people through education, economic development, and health & wellness. This corporation would be named the Good Samaritan Empowerment Center that would address the needs of the community and “help people help themselves”. The core group of committed followers would continue to meet at the home of Dr. Dexter and Rev. Gina W. Cannon to pray, plan, and prepare for what God was doing. With the vision constantly before them, everyone pooled their resources together to meet the needs of the ministry. On April 6, 2013 the Good Samaritan Empowerment Church started having Saturday Night Live Worship Services on the campus of the Baptist General Convention of Virginia in its multipurpose room. On that Saturday there would be standing room only. The Good Samaritan Empowerment Church continued to have Saturday worship services each Saturday in the month of April 2013 and the ministry starting growing as people joined through membership and God’s spirit was made evident through His power and presence.

May 5, 2013 starts the official launch of the Good Samaritan Empowerment Church’s Sunday morning worship at the Four Pionts by Sheraton hotel at 10 a.m.

Also, our Life Empowerment Experience (prayer/bible study/ministry) meets every Thursday at 6:30 p.m. on the the campus of the Baptist General Convention of Virginia’s multipurpose room. Join us as we continue to make history through this vision given by God and grow with us as we are “empowering people to change lives”.

Dr. Cannon

Visionary, Pastor, Community Leader, and Entrepreneur are words used to describe Dr. Dexter Cannon.

He is the Founder and Pastor of the Good Samaritan Empowerment Church in Richmond, Virginia. In March of 2013, Dr. Cannon stepped out on faith with the support of a core group of twelve people who believed in the vision God had given him and planted a church. Simply put, the vision God gave him was to “to empower people to change lives”. Within the same year, he founded and established the Good Samaritan Empowerment Center designed to “help people help themselves” through education, economic development and health & wellness, a 501c3 designed to impact the community. With God’s guidance and the support of many others, he is empowering the world from the middle of Richmond Virginia!

Pastor Cannon is a native of Greenwood, South Carolina and comes from a line of preachers called to the gospel ministry. He earned a bachelor of Science degree in Physical Education and Health from South Carolina State University, a Master of Divinity from the Samuel DeWitt Proctor School of Theology at Virginia Union University, and a Doctor of Ministry Degree from United Theological Seminary in Dayton, Ohio with a concentration in Preaching and Leadership. His doctoral thesis is entitled, “Preparing Church Leaders to Participate in Intergenerational Leadership Teams”. He is the former Pastor of the First Union Baptist Church in Mechanicsville, VA where he served from June 2005 until May 2013 and led the church in a season of renewal, revival, and restoration.

Dr. Cannon serves as the President for the Clergy Ministry of the Baptist General Convention of Virginia. He is often called upon to conduct conferences, revivals, leadership seminars, and keynote speaker around the country. Many have been described him as anointed, passionate, wise beyond his years, and able to connect with all ages. He is married to the lovely and gifted Rev. Gina Whitaker Cannon whom he shares his life and ministry with. Together, this dynamic duo, are reclaiming generations of people to Christ with their unique approach to ministry. He enjoys spending with his wife and daughter Taylor. Dr. Cannon is a lifelong learner and enjoys traveling is his spare time.
